AQCMS Educational Centre Starts the Professional Retraining of Specialists in the Field of Managing Public and Corporative Procurement

Moscow, September 05, 2022. – 114 specialists in the field of procurement have begun their retraining on the professional courses according to the “Management of Public and Corporative Procurement for Critical Information Infrastructure Objects” program prepared by the experts of the AQCMS Association and the BUSINESS-INFORM Group. Within the framework of the aforementioned program, the AQCMS and BUSINESS-INFORM Group experts will conduct training within the disciplines of “Organizing of Procurement, Usage of Printing Devices: Technical, Economic and Environmental Aspects”, “Printing Outsourcing – the Features of Organizing within Critical Information Infrastructure Objects”, “New Forms of Procurement Organizing and their Implementation Features in 2022-2023”, “The Provision of Requirements Fulfillment towards Information Safety in Organizing and Performing Procurements within Critical Information Infrastructure Objects”.

On September 06th, 2022, the retraining of specialists in the field of professional procurement at professional courses according to the program “Management of Public and Corporative Procurement for Critical Information Infrastructure Objects” beganThe retraining of specialists was performed within the framework of practical implementation of the National Program “Russian Federation Digital Economy” (National projects “Information Safety” and “Digital Economy Personnel”) with the usage of remote form of training (without breaking from work). The program duration is 320 hours (4 months). The retraining of the specialists is carried out in three groups on the premises of one of Moscow’s certified educational centers with active participation by the experts from profile Russian associations including experts from the Russian Association of Quality Consumables Manufacturers and Suppliers (AQCMSand the "Business-Inform" Group of Companies (BUSINESS-INFORM Group). Specialists in the field of procurement who have successfully mastered the study-program and passed the exams, will receive the diplomas on the professional retraining of due form.

AQCMS is actively participating in works on practical implementation of the National Program “Russian Federation Digital Economy”. The Actual Issues of Cyber-Security in the Field of Office Printing

Remanufacturing of Cartridges and Printing Devices –

New Issues in the Field of Information Security

Moscow, February 15, 2022 — Information Agency “Business-Inform” together with the Association of Quality Consumables Manufacturers and Suppliers presented the new results of research on information security issues for remanufactured cartridges and remanufactured printing devices, as well as recommendations on solving them.

         Information Agency “Business-Inform” together with the Association of Quality Consumables Manufacturers and Suppliers (AQCMS), on 15th of February, this year, held the Conference “Remanufacturing of Cartridges and Printing Devices – New Issues in the Field of Information Security”During the Conference the results of the research were shown concerning the new vulnerabilities found in office printing devices in Russian and International organizations in 2021, as well as the recommendations on how to remove them. During the Conference, a special attention was paid towards the new issues of informational protection of businesses’ corporate networks, related with a practice of using remanufactured cartridges and remanufactured printing devices. All printing devices used in corporate networks require constant attention from information security departments, especially the remanufactured printing devices and remanufactured cartridges. CVE-2021-39238 (CVSS score: 9.3) vulnerabilities in 150 HP LaserJet and HP PageWide series models, and how to remove them. CVE-2021-3438 (CVSS score: 8.8) vulnerabilities in 380 HP LaserJet, Samsung CLP, Samsung MultiXpress, Xerox B205/B210/B215 series models, and how to remove them. Why has that vulnerability remained uncovered for 16 years? CVE-2021-20868, CVE-2021-20869, CVE-2021-20870, ÑVE-2021-20871, CVE-2021-20872 vulnerabilities in Konica Minolta bizhub models: patches are there but the printing devices remain unprotected. CVE-2022-23968 (CVSS score: 7.8) vulnerability in Xerox VersaLink and Xerox WorkCentre models: why since 2019 until January 2022 the manufacturer wasn’t able to release patch? The update of microprogram software of printing devices doesn’t guarantee informational safety. Passive and active methods of information security in Russian organizations and legislative limitation of its implementation. Why well-known vulnerabilities remain unfixed for a long time? AQCMS Educational Centre Has Finished the Professional Retraining of Specialists in the Field of Managing Public and Corporative Procurement

Moscow, December 22, 2021. - 128 specialists in the field of procurement have completed their retraining on the professional courses according to the “Management of Public and Corporative Procurement for Critical Information Infrastructure Objects” and received the professional retraining diplomas of due form. Within the framework of the aforementioned program, the AQCMS experts provided instruction on the disciplines of “Organizing of Procurement, Usage of Printing Devices: Technical, Economic and Environmental Aspects”, “Printing Outsourcing – the Features of Organizing within Critical Information Infrastructure Objects”, “New Forms of Procurement Organizing and their Implementation Features in 2022-2023”, “The Provision of Requirements Fulfillment towards Information Safety in Organizing and Performing Procurements within Critical Information Infrastructure Objects”.

On December 20th, 2021, the retraining of specialists in the field of professional procurement at professional courses according to the program “Management of Public and Corporative Procurement for Critical Information Infrastructure Objects” came to its completion. There training of specialists was performed within the framework of practical implementation of the National Program “Russian Federation Digital Economy” (National projects “Information Safety” and “Digital Economy Personnel”) with the usage of remote form of training (without breaking from work). The program length has been 520 hours (3 months).There training of the specialists has been performed in two groups on the premises of one of Moscow’s certified educational centers with active participation by the experts from profile Russian associations including experts from the Russian Association of Quality Consumables Manufacturers and Suppliers (AQCMS). 128 specialists in the field of procurement who have successfully mastered the study-program and passed the exams, received the diplomas on the professional retraining if due form.

AQCMS is actively participating in works on practical implementation of the National Program “Russian Federation Digital Economy”. The development of the working programs of “Organizing of Procurement, Usage of Printing Devices: Technical, Economic and Environmental Aspects”, “Printing Outsourcing – the Features of Organizing within Critical Information Infrastructure Objects”, “New Forms of Procurement Organizing and their Implementation Features in 2022-2023”, “The Provision of Requirements Fulfillment towards Information Safety in Organizing and Performing Procurements within Critical Information Infrastructure Objects” being one of examples of the successful collaboration of AQCMS Educational Centre and educational professional retraining establishments.

Within the framework of the disciples developed by the AQCMS experts, the procurement specialists have mastered not only the new theoretical knowledge but received practical skills in solving such tasks as the evaluation of office devices prints quality, laser cartridge printing quality evaluation, the pre-selection of suppliers for participating in invitational contests, the specialists being trained have with great interest themselves performed the marketing studies of various sectors of the Russian IT-market, evaluated the quality of products by popular Russian IT-companies, participated in master-classes, organized by the Russian and the International “Business-Inform” Group experts in the field of office printing.

 International OPEN QUALITY PRINTING CONTEST (2021-03) Is Over! 

Moscow, December 15th, 2021. 22 Russian and 14 International brands have become the participants of the International OPEN QUALITY PRINTING CONTEST (2021-03), during which the best non-OEM Brother TN-3480 cartridges were chosen, as well as toners for Brother TN-3480 cartridge remanufacturing.

Organizer of the Contest is the Information Agency “Business-Inform” and the Russian Association AQCMS.

The testing works were done by the employees of the Information Agency “Business-Inform” together with the Russian Association AQCMS and a number of specialized Russian and International laboratories. The evaluation of each print and cartridge is generally done in accordance with ISO/IEC 24790:2017 International standard and the method approved for evaluation of toner cartridge printing quality during OPEN QUALITY PRINTING CONTESTs (altogether – 46 parameters).

During the First Stage of the Contest Nominees were chosen: 4 best brands of cartridges (2 – newly-built cartridges and 2 – remanufactured ÎÅÌ-cartridges) and 5 types of toner (2 – Mitsubishi toners, 2 – Tomoegawa toners, 1 – toner under the Russian trademark). All nominees received their invitations for participation in the Second Stage of OPEN QUALITY PRINTING CONTEST (2021-03), during which the Contest Winners were to be chosen. The Second Stage of the Contest has been in progress since November 29th till December 14th 2021. During this stage the contest cartridges were tested, those presented for the second stage by the First Stage Nominee companies.

According to the results of the testing done within the framework of the International OPEN QUALITY PRINTING CONTEST (2021-03), the declared Winner is toner for remanufacturing: Mitsubishi UT19B3 (supplier –  Delacamp AG, Germany); the Contest Nominees are: toners for remanufacturing: Tomoegawa BR-14, Mitsubishi UT19B2. It is Mitsubishi and Tomoegawa toners that will be presented to the large Russian buyers of office printing devices during the conferences of the Information Agency “Business-Inform” in Q1 2022 as recommended for Brother cartridge-remanufacturing. Besides, it is the Mitsubishi and Tomoegawa toners (as well as suppliers which submitted them for the Contest) that are chosen by the public specifier-of-the-testing as the ones invited for toner supply bids for Brother cartridge-remanufacturing on the alternative market in the first half of 2022.

According to the results of the best non-OEM Brother TN-3480 cartridge testing (for both remanufactured OEM-cartridges and newly-built cartridges) done within the framework of the International OPEN QUALITY PRINTING CONTEST (2021-03), it was noted that all submitted cartridges provided for making of high quality prints, but none of them reached the declared yield of 8000 pages. That is why, it was decided by the organizers not to declare Winners in the “Cartridges” nomination. All the suppliers of non-OEM cartridges, who showed the best results during the First Stage testing, are chosen by the public specifier-of-the-testing as the ones invited for non-OEM Brother cartridge supply bids on the alternative market in the first half of 2022.

Also the organizers of the Contest have recommended noting in the public report “The Best Solutions in the Field of Office Printing (2022)” annually published by the Information Agency “Business-Inform” that during the procurements of toner on the Russian market several Tomoegawa toners have been discovered produced at various production sites and having different quality. That is why the Contest organizers recommend to invite for toner supply bids for Brother cartridge remanufacturing on the alternative market in the first half of 2022 only the supplier-company of the nominated Tomoegawa toner, since it is the Tomoegawa toner presented by this company that confirmed its high quality during the performed testing.

We Congratulate the Contest Nominees! 

Moscow, June 28, 2021.- Information Agency “Business-Inform” and the Russian-based association AQCMS have summed up the results of the First Stage of the International Open Quality Printing Contest (2021-02) and congratulated the companies whose products turned out to be the best!

The Contest Nominees are:

Among alternative HP CF244A, CF283A, CF226X cartridges – PELIKAN (Germany) and UNITON Premium (Russia) branded cartridges;

Among the toners for remanufacturing HP CF244A, CF283A, CF226X cartridges - Mitsubishi (Delacamp), IMEX, HANDAN (HGOA) toners.

The First Stage of the Contest saw the participation by 43 Russian and 17 International brands. It must be noted that within the framework of the First Stage not only the cartridges and toners were tested (presented for the Contest by their manufacturers), but also the compatible cartridges of the most popular brands in Russia specially acquired for their comparative testing from the Russian resellers. The Contest Nominee results are included in the public report “The Best Solutions in the Field of Office Printing (2021)”; and the companies RMS (Russia), Uniton Service (Russia), Delacamp AG (Germany) and Print-Rite Pelikan Solutions GmbH (Germany) have been recommended as suppliers of consumables for HP printing devices for October 2021- September 2022.

The International OPEN QUALITY PRINTING CONTEST (2021-02) Continues!

Which alternative cartridges and which toners for refilling are the best for HP printers/MFPs? We will declare those brands already on the 11th of June!

43 Russian and 17 International brands have already become participants in the OPEN QUALITY PRINTING CONTEST (2021-02), where the best alternative HP CF244A, CF283A, CF226X cartridges will be determined, as well as toners for remanufacturing of those cartridges.

The Organizers of the Contest are Information Agency "BUSINESS-INFORM" and the Russian Association AQCMS (The Association of Quality Consumables Manufacturers and Suppliers).

Large Russian Buyers study interviews by OPEN QUALITY PRINTING CONTEST (2021-01) Nominees and discuss procurement volumes with recommended Suppliers

Moscow, May 19, 2021 - Large Russian Buyers of alternative consumables for Kyocera printing devices discussed the results of the Open Quality Printing Contest (2021-01), interviews by the Contest Nominees, as well as commercial proposals from Russian supplier companies, recommended by the Contest Nominees, and planned volumes of purchases in 2021-2022.

The Association of Quality Consumables Manufacturers and Suppliers (AQCMS) and Information Agency “Business-Inform” organized and held the online-conference  Manufacturers and Suppliers of Quality Alternative Consumables for Kyocera Printing Devices. The Conference saw participation by the representatives of 148 Russian companies.

At the Conference, the results of the examination of all competitive cartridges (36 Russian and 17 foreign brands) were demonstrated, the Companies-Nominees, their production and the range of products, the results of the contest examinations were analyzed in details.  Suppliers of high-quality alternative consumables for Kyocera printers, recommended to Large Russian Buyers by Companies-Nominees and AQCMS, were demonstrated. All conference participants were shared with the interviews by the heads of the Companies-Nominees, published in the BUSINESS-INFORM Review magazine (issue 31, 2021).

The Industry of Cartridge Remanufacturing Is Changing, 

but Its Postulates Remain the Same

Moscow, March 23, 2021The Association of Quality Consumables Manufacturers and Suppliers (AQCMS) and Information Agency “Business-Inform” organized and held on March 23 the online-conference “The Industry of Cartridge Remanufacturing Is Changing, but Its Postulates Remain the Same. Focus on Quality!” The Conference saw participation by the representatives of 84 Russian companies - buyers of office printing devices and corresponding supplies, as well as by the heads of 37 those companies related remanufacturing centers.

- ÎÅÌ-cartridges – products that stably have high quality. It was so, and so it will always be. Those cartridges will always be a landmark for manufacturers of alternative products.

- Remanufacturing is the correct ecological policy. It is its realization that defines the future of our planet. Remanufactured cartridges save our planet. It is absolutely unimportant whether the remanufactured cartridges ore OEM ones or NBCs. Every remanufactured cartridge makes its input into protecting the environment.

- The real enemies of the alternative products industry are manufacturers and sellers of cheap low-quality products. At the same time it is absolutely unimportant whether such products are new (NBCs) or remanufactured (remanufactured ÎÅÌ-cartridges and remanufactured NBCs). It is the low-quality products that repel the buyer from any non-OEM cartridges (whether remanufactured or NBCs) and interfere with the sales of high-quality cartridges.

Everything in the worlds is a subject to change. Many facts ceased to be facts and turned into myths.

For instance:

·        NBC is a single-use product.

·        NBC is a toxic product.

·        ÎÅÌ-cartridge is an IDEAL to be strived for.

«In 2019 the share of remanufactured NBCs on the Russian market exceeded 40% (45.7% or 19.2 mln units), and in 2020 it came close to the half of the whole remanufacturing market (48.9% or 20.9 mln units). On average, quality NBCs supplied on the alternative market in 2019 could pass 3.4 remanufacturing cycles per cartridge. The thesis about ALL NBCs being ‘single-use’ and their non-compliance with the requirements of circular economy is becoming history»

·        NBC is a toxic product.

From our article:

«The testing held in one of scientific-research institutions of the Russian Academy of Science: the content of decaBDE in Uniton ECO-Protected cartridge (one of the Russian NBC-brands) is less than 0.03 mg/kg, while in an OEM-cartridge shell it is 0.5 mg/kg».

So the Chinese companies have already started to produce cartridges that are not toxic. The growth of non-toxic NBCs’ production volumes is a matter of time.

·        ÎÅÌ-cartridge is an IDEAL to be strived for.

Our contests demonstrated high quality of alternative cartridges. The printing quality of alternative winner-cartridges was HIGHER than the quality of printing of OEM cartridges. Therefore OEM cartridges will always remain a landmark for alternative products manufacturers but NOT AN IDEAL! Of course the quality of the alternative cartridges is not stable. But the achievement of a stable quality is a matter of time. 

The Global market contains cartridges of absolutely varied quality levels. The majority of users evaluate cartridges according to the quality of prints done by those cartridges. Accordingly, the opinion by the considerable part of users that all alternative (non-ÎÅÌ) cartridges are low-quality, is formed not only within the audience of buyers who are using not only cheap and low-quality NBCs but also among buyers who use badly remanufactured OEM cartridges and badly remanufactured NBCs. Low quality remanufactured ÎÅÌ-cartridges are as harmful for the image of alternative cartridges as low-quality NBCs!

The offer the discussion with the representatives of the global leading companies of the remanufacturing industry the following: Isn’t it a time for a Global industry of remanufacturing to shift the alternative product image struggle focus from NBCs to the whole range of low-quality alternative products? Isn’t it a time for the global remanufacturing industry leaders to join negotiations with the largest Chinese manufacturers of NBCs, whose success in making quality and sustainable products is evident? Such unification of strengths and abilities of the leaders could have made an effective barrier for manufacturing and supplying of low-quality products. International OPEN QUALITY PRINTING CONTEST Proposition (202101)

1. The Information Agency “Business-Inform” (Moscow, Russia) is staging the contest for the best non-OEM cartridges – Kyocera TK-3190 analogs – and toners for their refilling. The Contest is scheduled for March 01st– June 15th, 2021.

2. The contest under the name OPEN QUALITY PRINTING CONTEST (202101) will have 2 stages.

During the first stage (March 01st – April 10th) prints will be evaluated made with non-OEM cartridges (remanufactured and new-built), and Nominees of the Contest will be chosen – the best cartridge and toner brands used for refilling.

During the second stage (April 16th– May 31st) cartridges and toners chosen as the first stage Nominees will be evaluated. According to the results of the second sage, the Winners of the Contest will be declared, the best non-OEM cartridges – Kyocera TK-3190 analogs – and toners for their refilling.

3. The works are performed by the staff of Information Agency “Business-Inform” together with the Russian association AQCMS and a number of specialized Russian and International laboratories.

4. The participation is paid: the price of participation in the first stage is 500 USD for International participants or 36000 rubles for Russian companies.

5. On March 01st the work of the first stage begins on evaluating the quality of non-OEM cartridges (remanufactured and new-built).

Each participant company must submit to the Information Agency “Business-Inform” before April 01st, 2021 the test prints made with its non-OEM cartridge, analog of TK-3190 (the yield is 25000 pages). Each participant of the Contest presents all test prints made with its cartridge after each 500 copies with 5% coverage (50-52 test prints in total). The test template is presented by the organizer to each of the participant companies after the participation in the first stage of the Contest has been paid.

6. The evaluation of each print will be made in accordance with international standard ISO/IEC 24790:2017.

8. According to the results of evaluation of each of the prints presented by a participant the integral rating of its cartridge will be defined; thus 3-4 winner-brands (Nominees) will be chosen. At the same time, in the cartridge contest the participation is by all participants and for toner contest the participation is only by participants who submitted prints done by remanufactured cartridges (remanufactured OEM cartridges and remanufactured new-built cartridges). The generalized results of winner-brands prints evaluation will be published. Other results won’t be published. The announcement of the first stage Nominees is planned for April 12th, 2021.

 

9. After the first stage, integral ratings of the presented cartridges (prints) for all participating companies will be received, as well as integral ratings for Nominees.

10. After the first stage of the Contest and announcing of its results all Nominees will receive the invitation to participate in the second stage of the contest taking place April 16th – May 31st. The participation in the second stage of the Contest for Nominees is not obligatory. The price of participation in the second stage of the Contest is 500 USD for International companies or 36000 rubles for Russian companies.

11. Each nominee company from the first stage of the Contest deciding to participate in the second stage must submit to the Information Agency “Business-Inform” before May 17th, 2021 its non-OEM cartridge - TK-3190 analog - (for the first stage Nominees in the “Cartridge” group) or its toner used for refilling of remanufactured TK-3190 analog cartridge (for the first stage Nominees in the “Toner” group).

12. The testing of products presented for the second stage of the Contest will be done according to the international standard ISO/IEC 24790:2017. 

13. The generalized evaluation results of the Contest Winners’ products will be published. Other evaluation results will not be published.

Announcement of the Contest Winners is planned for June 15th, 2021.

 COVID-19 Pandemic Changes IT-Priorities

Moscow, August 04, 2020. – In July 2020, AQCMS and Information Agency “Business-Inform” organized and conducted four online-conferences on various issues of office printing industry. The conferences saw the participation by 380 heads of IT-departments of public and large commercial organizations from 17 Russian cities. All the participants were offered to fill in the questionnaires developed by the specialists of Information Agency “Business-Inform” with the aim of studying various issues related to the influence of COVID-19 pandemic on organizing the work of IT-departments in Russian public organizations and large commercial companies.

Information Agency “Business-Inform” received 358 completed questionnaire forms in total; their analysis has shown the following:

1. More Work

95% of the respondents (341 of 358) think that switching to remote mode of work (work from home) by the part of their personnel has led to increasing the workload no less than by 1 hour a day; 48% (173 of 358) –no less than by 2 hours a day, 18% (64 of 358) – no less than by 3 hours a day.

2. Work Becomes Chaotic

91% of the respondents note that the remote work of the part of the personnel has made IT-management considerably busier in terms of discussing and solving of trivial issues, which in usual conditions would be going practically unnoticed. 38% of the respondents note that the increase in the workload for solving unimportant issues causes annoyance and sometimes even aggression.

3. The Personal Contact is Essential

87% of the respondents note that working remotely they feel deprived of a personal contact with one or several of their personnel members from their departments. The absence of such contact causes them to feel discomfort. The contact via Skype, Zoom, MS Teams, etc. doesn’t solve this problem completely.

4. Remote Work Negatively Affects Attitude

92% of the respondents think that the remote mode of work of the part of their personnel does not allow them to maintain 100% efficiency of their department’s work. 79% of the respondents claim that their departments’ work includes several tasks whose execution becomes problematic due to some of the personnel working remotely. 61% of the respondents think that organizing the further remote work of the part of their personnel will require considerable changes in departments’ structure and official functions.

5. Technical Policy Requires Changes

90% of the respondents note that the experience of working in the COVID-19 pandemic conditions has demonstrated the necessity of introducing considerable changes to the technical equipment and re-equipment plans for their IT-departments. 52% of the respondents think that working in pandemic conditions will require the increase in procurement of personal printing devices (printers/MFPs) and corresponding consumables. 49% of the respondents think that the need for high-output network printingcopying devices will decrease in pandemic conditions, therefore it is reasonable to refrain from buying such devices in 2020-2021, or it is sensible to perform the procurement only to replace “old” devices. 76% think that they will lower the procurements of consumables for network printing devices in 2020-2021 by 20% or more.

6. Remote Work Changes IT-Priorities

74% of the respondents note that they are sure that part of their personnel will continue working remotely at least until the end of 2021. In this situation 69% of the respondents think that issues related to MPS-services implementation has lost their actuality.Among the most important and urgent issues for today they have named the implementation of modern cloud technologies  within their IT-departments (96% of the respondents) and data safety solutions (92% of the respondents).

7. Growing Number of Contacts Stimulates New Ideas

94% of the respondents claim that forced extension of their contact base in the conditions of COVID-19 pandemic has already given them new ideas and solutions which they plan to implement in 2020-2021.  92% of the respondents think that remote working experience has allowed them to get a refreshing outlook on work organization, distribution of functions and the usefulness of personnel in their departments. 91% of the respondents think that new contacts will be used by them even after their departments will return to normal working mode.

BUSINESS-INFORM Declares the Winners of Open Quality Printing Contest

Moscow, 13 July 2020. – Information Agency “Business-Inform” (Russia) has announced the winning toners of the international Open Quality Printing Contest (3rd Stage, Evaluation of Remanufactured OEM-Cartridges Printing Quality). The winners of the 3rd Stage are toners from: IMEX (supplied by IMEX EU Trading SRL, Spain), MK Imaging (supplied by Delacamp AG, Germany), Daiken Chemicals (supplied by Zhuhai HaoYinBao Printing Consumables Co., Ltd., China).

The 3rd Stage of Open Quality Printing Contest, dedicated to the evaluation of remanufactured OEM cartridges printing quality, was organized and performed by the Information Agency “Business-Inform” (Russia) during February 17, 2020 – July 01, 2020.  Participation in the 3rd Stage was allowed for remanufactured (refilled) OEM first-pass HP CF283A cartridges. The evaluation of cartridge printing was performed according to the Russian Standardized LEM 2.01.19 method certified in Russia (registration # ÐÎÑÑ RU. 32155.04ËÝÌ0) and recommended by the Association of Quality Consumables Manufacturers and Suppliers (AQCMS) (Russia) for performing of comparative research on Russian territory.

The 3rd Stage of the Contest saw the participation of 64 remanufactured first-pass OEM HP CF283A cartridges, presented by the leading International and Russian companies. The cartridges were refilled with 17 types of tonersAfter testing of all cartridges provided for contest 4 toners were chosen whose use in remanufacturing produced the best results (criteria – de facto yield, the dynamics of optical density, the overall number of defects of various types, etc.). The Winners of the 3rd Stage were Japanese toners: IMEX (CMG-3 è CMG-L), MK Imaging (UT1917), Daiken Ñhemicals (HYB-U4RM), and the companies that have provided them for the contest: Cuhdo ltd., Uniton Service ltd., RMS ltd., Zhuhai Haoyinbao Printing Ñonsumables Co., Ltd. (HYB TONER).

The organizers of the Contest note that the results of performed tests showed not only the positive sides of the remanufacturing industry and its best products samples, but possible flaws as well. More than half of the remanufactured (refilled) cartridges provided for testing failed to demonstrate the declared yield (printed less than 1200 pages compared with 1500 declared) and had issues with image reproduction (low optical density, nonuniformity of filling, etc.). In four of the remanufactured (refilled) cartridges toner with a considerable content of less than 5 micrometers has been found. Therefore the quality of remanufactured products is largely influenced by the default condition of the cartridges, the quality of components, the conditions of remanufacturing as well as the expertise of the remanufacturers.

Moscow, July 03, 2020. – The Association of Quality Consumables Manufacturers and Suppliers (AQCMS) had organized and performed on July 03, an online-conference called “Quality Consumables: Who Manufactures Them and Where to Buy Them?” The participants of the Conference were the representatives of 146 Russian companies – the largest buyers of consumables for office printing devices. According to the results of the conference a workgroup of 7 persons was created for preparation of specific suggestions on developing the unified approach:

- Towards the definition of “high quality” concept for various-branded cartridges;

- Towards the system of informational support of the Russian buyers of the office printing devices and corresponding consumables;

- Towards the system of profile training and re-training of governmental organizations and commercial establishments engaged in procurement of office printing devices and corresponding consumables.

 AQCMS Offers Collaboration

to Russian Governmental Organizations and Commercial Companies

Moscow, June 25, 2020. – The members of the Association of Quality Consumables Manufacturers and Suppliers are ready to provide Russian governmental organizations and commercial structures with free of charge consulting services for optimization of printing devices fleets and with help in provision of quality consumable materials. The Association believes that the optimization of modern offices is not only profitable economically but allows Russian organizations and commercial companies to protect their employees from the harmful impact of persistent organic pollutants (POPs) found in many cheap compatible cartridges on the Russian market.

On June 19 and 22 this year, the Association of Quality Consumables Manufacturers and Suppliers (AQCMS) held several online conferences with participation by association members as well as invitees from governmental organizations and commercial companies. During the conferences reports by the heads of AQCMS Expert Councils were heard regarding actual solutions in the field of optimization of businesses printing fleets; informational and environmental safety issues; advantages of quality cartridges; testing results of compatible cartridges presented on the Russian market; as well as regarding the basic violations of Stockholm Convention on Persistent Organic Pollutants by a number of manufacturers and sellers of compatible cartridges.

Having listened to and discussed the reports the conferences participants expressed their concern in regard to existing issues of printing devices fleets optimization in Russian organization; provision of informational and environmental safety in the modern office printing and copying devices; the presence on the Russian market of the large number of compatible cartridges violating not only the environmental requirements of RoHS and REACH, but also the requirements of the Stockholm Convention (ratified in Russia in 2011, a Global Agreement by 183 countries with the aim to protect people and the environment from highly toxic chemical substances). The participants of the conferences noted that they understand the range of objective reasons forming the existing situation on the Russian market and the forced character of procurement by a number of Russian governmental organizations of cheap and economically unfeasible office printing devices and corresponding consumables.

The participants of AQCMS conferences offered the representatives of the Russian Governmental organizations and commercial companies the free of charge provision of consulting services for solving the issues of optimization of printing devices fleets and help in provision of quality consumable materials. OPEN QUALITY PRINTING CONTEST Approaches Its Final Stage

Stage 3 – The Evaluation of Remanufactured OEM Cartridge Printing Quality

   June 23, 2020. - Moscow. The 3rd Stage of the International OPEN QUALITY PRINTING CONTEST is about to be completed. During this Stage the printing quality testing of remanufactured (refilled) first-pass genuine cartridges HP CF283A is performed.

            Contest Organizer – Information Agency «Business-Inform»

            The evaluation will be performed in accordance with the Russian method of standardized testing LEM 2.01.19., certified in Russia (Registration # ÐÎÑÑ RU. 32155.04ËÝÌ0).

The active phase of the Contest continues until July 06, 2020.

Cartridges for the Contest are accepted until July 06 with the obligatory indication of the company participating, toner type used in refilling and its manufacturer.

The Winners and Nominees of the 3rd Stage of the Contest will be announced on July 20.

The cost of participation in the 3rd Stage of the Contest is: 300 USD per cartridge.

According to the results of the expertise of each of LEM 2.01.19-tested remanufactured (refilled) OEM cartridges Nominees and Winners of the Third Stage will be decided, as well as types of toners, providing the quality refilling of OEM-cartridges.

AQCMS Offers Cooperation to the Largest Russian Universities

Moscow, May 20, 2020. The members of Association of Quality Consumables Manufacturers and Suppliers are ready to provide Russian higher education establishments with methodological, technical and technological provisions in order to organize institutionally-based office printing cartridge remanufacturing centers. The Association is convinced that creation of such centers is not only profitable economically but also allows higher educational establishments to protect their students and tutors from harmful impact of persistent organic pollutants found in the majority of cheap low-quality cartridges on the Russian market.

The Association of Quality Consumables Manufacturers and Suppliers (AQCMS) on May 20th this year held an online-conference with participation by Association members and representatives of state organizations and large Russian higher educational establishments during which the reports by the heads of AQCMS Expert Councils were heard on the advantages of quality and environmentally safe cartridges; on economical effectiveness of remanufacturing of quality cartridges; on the Russian method of printing quality evaluation (LEM); on the results of testing of new-built cartridges presented on the Russian market; as well as on basic violations of the Stockholm Convention on Persistent Organic Pollutants by a number of manufacturers and sellers of low-quality newly-built cartridges.

Having listened to and discussed the reports, the participants of the conference expressed their concern regarding the presence on the Russian market of a large number of cheap low quality new-built cartridges, violating not only the ecological requirements of RoHS and REACH, but also the requirements of the Stockholm Convention (ratified in Russia in 2011) (a Global agreement by signed 183 country with the aim of protecting human health and environment from highly toxic substances). The participants noted that they understand the range of objective reasons having determined the present situation on the Russian market and the forced nature of procurements by a number of Russian state organizations (including higher educational establishments) of cheap consumables for office printing.

The participants from AQCMS offered to the representatives of the Russian state organizations and large Russian higher educational establishments to provide methodological, technical and technological provisions for creating their own office printing cartridge remanufacturing centers. The leading Russian companies – suppliers of quality consumables – offered large Russian higher educational establishments not only to supply them with high-quality cartridges of confirmed quality, but also the whole necessary set of methodological materials for repeated remanufacturing of the supplied cartridges as well as for preparing (educating) locally institution’s own specialists in remanufacturing and office printing quality evaluation.

“We are ready to meet right away with representatives of any Russian higher educational establishments and discuss with them the whole specter of specific issues related not only with organizing office printing cartridge remanufacturing centers by the establishments, not only with supplying these establishments with cartridges of confirmed quality, but also with preparing or re-training the establishments’ own specialists with their further employment. We offer the Russian higher educational establishments to really help our Association in recreating the Russian remanufacturing industry, in creating of Russian production and jobs so necessary for our country in those difficult times”, – told the president of AQCMS, Malinskiy S.V.

 AQCMS Specifies the Unified Requirements for New and Remanufactured Cartridges for Use in Public Organizations and Large Commercial Structures in Russia     

Moscow, May 18, 2020. Association of Quality Consumables Manufacturers and Suppliers is ready to recommend to the Russian buyers cartridges of any manufactures if those cartridges are providing quality printing, are environmentally safe, and are suitable for remanufacturing and reuse.

On 18th of May, this year, Association of Quality Consumables Manufacturers and Suppliers (AQCMS) held an on-line conference with the members of the Association and a number of representatives from state organizations and large commercial structures. During the conference the reports were heard from the heads of Expert Councils on the results of tests of new-built cartridges present on the Russian market; also the necessary requirements for the use of new and remanufactured cartridges by state and large commercial organizations were discussed.

The participants of the conference have heard the following reports:

- by Dr. Alexey Belikov and Dr. Yulia Danilogorskaya, the heads of the Expert Council on Environmental Safety, regarding the list and critical values of ecological parameters that require control in newly-built and remanufactured cartridges, supplied on the Russian market for needs of the large Russian organizations and commercial structures;

 - by Dr. Stanislav Malinskiy, President of AQCMS, the head of Expert Council on Informational Safety, and the head of Information Agency “Business-Inform” on the test results of the most popular new-built cartridges presented on the Russian market acquired during the work within the framework of state contracts during 2019-2020. 

After listening to and discussion of the reports the participants of the conference expressed their concern regarding the presence on the Russian market of the large number of cheap and low-quality new-built cartridges violating RoHS and REACH requirements, not suitable for remanufacturing or recycling. The participants noted that they understand the reasons stipulating the current situation on the Russian market, however, low-quality products not only compromise all the non-OEM products on the whole on the Russian market, but in fact hinder the development of the Russian production and creating of new jobs in the industry. The participants of the conference have recommended to highlight the list of low-quality and non-eco-friendly new-built cartridges in the state report of Information Agency “Business-Inform” for visible demonstration of the aforementioned brands of cartridges in the lists of public bid-winners in 2019.

The participants of the conference made a decision to recommend Russian state and commercial organizations the procurement of new and remanufactured cartridges of confirmed quality (this being defined not only by the printing quality itself but by the range of other important characteristics).

“We are ready to recommend for large Russian companies the new-built cartridges of Russian and International manufacturers, if they have good printing quality, are environmentally safe and suitable for successful remanufacturing. All the above-stated characteristics of new-built cartridges must be confirmed by testing, done by Russian expert organizations based on methods legitimate on the territory of Russia. Absolutely the same requirements are applied to remanufactured cartridges”. – told the President of AQCMS, Dr. Stanislav Malinskiy.

Also the participants have recommended to Dr. Malinskiy, the President of AQCMS and to Dr. Alexey Belikov and Dr. Yulia Danilogorskaya, the heads of the Expert Council on Environmental Safety to continue their work on organizing meetings with the representatives of state organizations and large commercial structures for discussing the issues of practical usage of AQCMS recommendations during procurements in 2020-2021.

AQCMS Recommends Remanufactured Cartridges of Confirmed Quality 

Moscow, May 12, 2020. Association of Quality Consumables Manufacturers and Suppliers has recommended remanufactured cartridges of confirmed quality for use in state organizations and large commercial structures.

On 12th of May, this year, Association of Quality Consumables Manufacturers and Suppliers (AQCMS) held an on-line conference with participation by the members of the Association and a number of representatives from state and large commercial structures. During the conference the reports were heard from the heads of Expert Councils on the results of LEM method tests of remanufactured cartridges presented on the Russian market; as well as on the suggestions by the Expert Councils of the Association regarding the supplying of large Russian organizations and commercial structures with remanufactured cartridges of confirmed quality.

The participants of the conference have heard the following reports:

- by Alexey Belikov and Yulia Danilogorskaya, the heads of the Expert Council on Environmental Safety, regarding the list and critical values of environmental parameters that require control in new-built and remanufactured cartridges, supplied on the Russian market for needs of the large Russian organizations and commercial structures;

- by Dmitry Pomyakshev, the head of the Expert Council on the Issues of MPS Development, regarding the specifics and the results of a comparative analysis of the software developed by Russian and International companies for performing MPS-services;

- by Stanislav Malinskiy, President of AQCMS, on the results of meetings with the representatives of the Russian state organization and large commercial structures on the issues of remanufactured cartridges of confirmed quality supplies, as well as the Russian prints and printing quality evaluation methods registered according to the Russian legislation and prospects of their practical implementation.

After listening to and discussion of the reports, the participants of the conference made a decision to recommend the Russian state organizations and commercial structures to procure remanufactured cartridges of confirmed quality (taking into consideration the evident advantages of the remanufacturing industry, such as creation of working places, funds staying in Russia, economic advantages, environmental safety). 

Also the participants have recommended

- to Dr. Stanislav Malinskiy, the President of AQCMS, and to Dmitry Pomyakshev, the head of the Expert Council on the Issues of MPS Development, to continue the work on organizing the meetings with representatives of the state organizations and large commercial structures for discussing the issues of practical implementation of MPS-services with the use of modern specialized software as well as remanufactured cartridges of confirmed quality;

- to President of AQCMS to perform meetings with the representatives of Russian and International companies, leading manufacturers and suppliers of remanufactured consumables with the aim to define and to specify real possibilities and volumes of supplying remanufactured consumables of confirmed quality for need of state and large commercial organizations;

- to President of AQCMS to perform meetings with the representatives of Russian state and commercial organizations with the aim of defining and specifying the list of the legitimate methods of quality confirmation in Russiafor:

and the possibilities of their usage during realization of Confirmed Quality Remanufactured Products Support and Promotion Program in Russia;

- to Expert Councils on Product Quality Issues and on Environmental Safety, as well as to Competence Center of AQCMS to speed up the submition to Information Agency “Business-Inform” the testing results of OEM and compatible cartridges acquired during OPEN QUALITY PRINTING CONTEST as well as during initiative scientific studies in order to include those testing results into state scientific studies in the field of evaluating of the Russian office printing devices and consumables market, as well as for using those tests results during the development of Confirmed Quality Remanufactured Products Support and Promotion Program in Russia.

AQCMS Analyzes the Situation on the Russian Market

Moscow, May 04, 2020. - Association of Quality Consumables Manufacturers and Suppliers has analyzed the situation on the Russian market of consumables in conditions of economic crisis and pandemic.

On 4th of May, this year, Association of Quality Consumables Manufacturers and Suppliers (AQCMS) held an on-line conference with participation by the members of the Association. During the conference the reports were heard from the heads of Expert Councils on the subject of marketing research of 2019; the test results of OEM and compatible (new and remanufactured) cartridges presented on the Russian market; the results and winners of “Open Quality Printing Contest”; as well as suggestions by the number of Russian and International companies regarding the supplying of large Russian organizations and commercial structures with remanufactured cartridges of confirmed quality.

The participants of the conference have heard the following reports:

- by Dr. Stanislav Malinskiy, President of AQCMS, on the results of 2019, and the winners of “Open Quality Printing Contest”, tendencies and situation on the Russian market and prospects of supplying large Russian organizations and commercial structures with remanufactured cartridges of confirmed quality;

- by Alexey Belikov and Yulia Danilogorskaya, the heads of the Expert Council on Environmental Safety, regarding the evaluation of compliance of remanufactured cartridges of Russian and International brands with the requirements of Stockholm’s Convention, RoHS and REACH;

- by Dmitry Pomyakshev, the head of the Expert Council on the Issues of MPS Development, regarding the evaluation and criteria of economic suitability of remanufactured cartridges usage in performing MPS-services for needs of the large Russian organizations and commercial structures.

After listening to and discussion of the reports, the participants of the conference have appraised highly the work performed by AQCMS Expert Councils and recommended:

- to Expert Council on Environmental Issues (together with First Moscow State Medical University) to further specify the list and critical values of environmental parameters, that require control in new-built and remanufactured cartridges, supplied on the Russian market for needs of the large Russian organizations and commercial structures;

- to Expert Council on MPS Development (together with Russian University of Transport (MIIT), department of Computing Systems, Networks and Data Safety) to speed up the reviewing of specifics and to perform a comparative analysis of the software developed by Russian and International companies for performing MPS-services;

- to Expert Council on Evaluating of Product Quality and to the President of AQCMS to discuss with representatives of Russian state organizations the prints and printing quality evaluation methods registered in Russia for finding a basic method of confirming the quality of remanufactured cartridges supplied on the Russian market for needs of the large state organizations and commercial structures;

- to President of AQCMS to perform meetings with the representatives of Russian and International companies, leading manufacturers and suppliers of remanufactured consumables with the aim to define real possibilities and volumes of supplying remanufactured consumables of confirmed quality for need of state and large commercial organizations;

  AQCMS Analyzes the Results of Environmental Tests of Printer Cartridges 

       Moscow, April 29, 2020. Association of Quality Consumables Manufacturers and Suppliers has analyzed the results of eco-tests for printer cartridges, found on the Russian market of consumables.

On 28th of April, this year, Association of Quality Consumables Manufacturers and Suppliers (AQCMS) held an on-line conference with participation by the members of the Association and a number of representatives from state and public organizations. During the conference the reports were heard from the heads of Expert Council on the subject of environmental safety (by Alexey Belikov and Yulia Danilogorskaya) regarding the results of tests done on OEM and compatible (both new and remanufactured) cartridges found on the Russian market.

After listening and discussing the reports the participants of the Conference have expressed their concerns regarding the current situation on the Russian market. “The reuse of cartridges undoubtedly reduces the so-called environmental load, while single-use cartridges add to landfills. The remanufacturing (recycling) industry as a more rational and safe alternative to toxic newly-built cartridges definitely requires state support and development”, - has noted Alexey Belikov. “Each day the amount of data regarding the chemical composition of newly-built cartridges grows. It’s not only decaBDE in plastics, but also VOCs in toner, lead in contact groups, not to forget cobalt, benzene, naphthalene… The health of the office equipment users is the area which today requires our full attention. Therefore our Expert Council constantly works in contact with European Association  ETIRA and the scientific community in researching the dangers and extent of the above violations”, - added Yulia Danilogorskaya.

According to the results of the discussion the Expert Council on Environmental Issues received the following tasks:

- to continue the eco-tests of OEM and compatible consumables present on the Russian market,  

- to strengthen the informing of specialists responsible for consumables procurement in state and large commercial organizations on the received test results (together with Information Agency “Business-Inform”);

- to submit the results of the performed tests to the Information Agency “Business-Inform” for  their further use in performing  scientific research on evaluation of the Russian market and creating recommendations for choosing Russian and foreign suppliers of consumables for large procurement in state and large commercial organizations;

- to take the results of the tests into the account in developing of the Program for Support and Promotion of the Remanufactured products of the confirmed quality in Russia.

The participants of the conference have recommended the President of AQCMS, Dr. Stanislav Malinskiy to continue work on organizing meeting with the representatives of state organizations and large commercial companies on discussing policing and organizational issues of supplying consumables for printing devices in 2020-2021.

 AQCMS Reacts to the Challenge of Time  

Association of Quality Consumables Manufacturers and Suppliers has reviewed the situation on the market of consumables in times of economic crisis and pandemia. 

On April 17 the Association of Quality Consumables Manufacturers and Suppliers (AQCMS) held an online-conference with participation by members of the Association during which it reviewed the situation on the Russian market of office equipment and supplies in times of COVID-19 outbreak and Global economic crisis. 

The Conference participants have expressed their concern with negative tendencies which can lead to significant changes in the industry. “We understand that the current situation is definitely impacting the market of new and remanufactured compatible consumables. However, before taking any decisive action we must collect the maximum possible amount of reliable information”, - noted Sergei Kuzin, the Head of Remanufacturing Industry Expert Council of AQCMS.

According to the results of the discussion the Expert Council has been given a task to perform the study of the Russian recycling market to identify urgent problems in the working process of the participants. The results of the study will be taken into account during the development of the support and promotion program for remanufactured production of confirmed quality in Russia.
