1. Information Agency “Business-Inform” (Moscow, Russia) performs the research on the quality of printing of compatible cartridges for office printing from various brands. 

The 1^staim of the research – the choice of the best brands and their presentation to the largest Russian buyers.

The 2^ndaim of the research – the choice of cartridge suppliers for alternative supplements for 2020;

The 3^rdaim of the research is to show the largest buyers that…

-  the procurement of cheap cartridges is absolutely unprofitable;

- the quality remanufactured OEM-cartridges contain much more value than cheap NBCs;
- We will also prepare reasonable suggestions for changes to the Federal Laws #44  and #223.

2. Within the framework of the research performed by Information Agency “Business-Inform” the International OPEN QUALITY PRINTING CONTEST is organized.

The competition has two stages. The evaluation of printouts quality is performed in accordance with the Russian standardized method, namely LEM, certified in Russia(Registration # РОСС RU. 32155.04ЛЭМ0). The First Stage, dedicated to the printouts quality testing was taking place between July 01 and September 30, 2019 with the support by Russian Association of Quality Cartridge Manufacturers and Suppliers (AQCMS) and Laboratory of Electrography Ltd.

The winners of the First Stage were announced and awarded on October 18 at RemaxWorld Summit 2019.

3. On October 20 the Second Stage begins, dedicated towards the expertise of quality of compatible cartridges in general with consideration given to yield and the dynamics of the quality of printouts made by a particular cartridge (from the first print to the last). The expertise will be performed in accordance with the Russian method of standardized testing LEM 2.01.19. As the object of the research we have chosen HP CF226X cartridge (yield – 9000 A4 pages). Both remanufactured and newly-built compatible cartridges are allowed for participation in the Contest.  

4. To participate we invite:

Group A – For Free

- winners of the First Stage of the Contest, cartridges of Dataproducts, G&G, Retech, Tonex brands

Group B - 600 USD (or 36000 rubles)/brand

- nominees of the First Stage of the Contest, cartridges of MSE, freecolor, Static Control, Kodak, Integral, Solnce, HYB, Cactus, Profiline, UniTon, Hi-Black, 7Q brands.

Group C – 1000 USD (or 60000 rubles)/brand

- for all other companies willing to present their branded cartridge for testing according to LEM 2.01.19 method within the framework of the International Contest.

5. All wishing to participate in the Second Stage of the Contest should inform the Organizer before November 15 and present their testing sample of HP CF226X cartridge (yield – 9000 A4 pages) until November 30, 2019.

7. According to the results of the expertise of each of LEM 2.01.19-tested cartridges nominees and winners of the Second Stage will be decided. The generalized results of winning-brands cartridge testing will be published. The results of other cartridges testing will not be published.

8. At the end of the Second Stage of the competition all participant-brands will receive testing results of the winner-brands.

The Russian Method of Evaluating Quality of Office Printing LEM

Has Been Presented on RemaxWorld Summit 2019

Zhuhai, October 18, 2019. – The RemaxWorld Summit 2019 saw the report by Kashinskaya Tatiana and Malinskiy Stanislav “How the First Russian  Standardized  Testing  Method  (LEM) will impact Printing Supplies Going  into  the Russian  Market” being presented. The report was prepared by the specialists of the Information Agency “Business-Inform” and Laboratory of Electrography ltd. (Russia) and has been dedicated to the first Russian method of office printing quality standardized testing, LEM, certified in Russia (registration # РОСС RU. 32155.04ЛЭМ0) and its possible impact on the Russian market of printing devices and corresponding supplies.

The report analyzes the main tendencies of the Russian market of printing supplies for laser printing devices during 2015-2019, marks the problems related with Russian consumers being tired of cheap low-quality cartridges present on the Russian market. According to the research performed by Information Agency “Business-Inform” in 2019, the Russian market offers its customers more than 150 brands of compatible laser cartridges with varied levels of quality and sustainability. Unfortunately the price of a cartridge doesn’t always tell of its quality. As a result, buyers striving to buy quality cartridges and having enough money for this are faced with a choice dilemma since the majority of Russian sellers present their brands as being quality ones and the leaders of the Russian (or even the Global) market! 150 brands all being“the Global leaders”! Russian buyers of 2018-2019 have been having huge problems with choice of necessary products due to the absence of necessary and independent information regarding quality. It is especially true in regard to organizations forced to buy the cheapest products according to Federal Laws 223 and 44.

In order to help Russian buyers in evaluating the quality and choosing the necessary products, there are various expert and consulting structures working in Russia. One of them is the consulting center of Information Agency “Business-Inform” (has been working for the last 20 years). But all the recommendations from the Russian experts possess one serious flaw, the lack of expert-testing results based on the open and certified in Russiamethod of evaluating of office printing quality. That is why The Russian Association of Quality Cartridge Manufacturers and Suppliers (AQCMS) and Information Agency “Business-Inform” decided to support the works of Laboratory of Electrography Ltd. in the field of creating and certifying the method of standardized testing of the office printing quality, LEM.

LEM consists of five methods:

LEM 1.01.19 – Evaluation of Printouts Quality

LEM 2.01.19 – Evaluation of Printing Quality

LEM 3.01.19 – Evaluation of Cartridge for Environmental Safety

LEM 4.01.19 – Evaluation of Cartridge in Terms of MPS-Solutions

LEM 5.01.19 – Evaluation of Cartridge for Information Security

The LEM system is certified in Russia (registration # РОСС RU. 32155.04ЛЭМ0). The development of LEM 1.01.19/2.01.19 methods is over, and they are already used for testing of printouts and cartridges offered for sale into large state and commercial organizations of Russia. The development of LEM 3.01.19/4.01.19/5.01.19 is nearing completion.

The LEM 1.01.19 method evaluates the quality of a single printout. The printout might be provided from anyone interested: manufacturers, suppliers, users. The compliance of the printouts quality with the requirements set is checked in accordance with the test objects through experimental and visual evaluation. The experimentally checked parameters include: optical density of the image, background, as well as adhesion. For evaluation of those parameters medium values for OEM products’ optical density are chosen as the criteria. The printing defects include ‘offset’ and ‘wave’ indicating the unsatisfactory quality of the print and possible problems in the future. Such problems as ‘satellites’, ‘gaps’, ‘white dots’, ‘printing heterogeneity’, ‘ghosting’, ‘inferior resolution’ relate only towards unimportant defects and show only possible limitations of printing usage (graphical objects, micro-printing, bar-codes printing, etc.).

However the quality of a printouts doesn’t give an idea of the further cartridge printing stability. To evaluate the quality of the whole cartridge system, it is necessary to evaluate the quality of printouts as the yield is being output. It is towards this that the LEM 2.01.19 method is being directed. Test-objects are being printed and studies with the periodicity of 500 – 1000 pages with 5% coverage according to ISO/IEC 19752. As the result such parameters are being defined as^ the printing resource, spending of toner on 1000 pages, the effectiveness of toner transfer on paper and the stability of parameters. All the data regarding the research is being protocoled, and according to the protocol the LEM-trained expert makes his conclusion regarding the compliance or non-compliance with the requirements set.

Therefore, right now, on the Russian market of office printing devices and supplies there is a legitimate Russian method of standardized testing of office printing quality, namely LEM, which might be useful for:

- manufacturers and suppliers of consumables;

- corporate customers and large buyers;

-heads of service companies.

Now every buyer can use the unified and absolutely legitimate method of evaluating the printing quality. This buyer can be anyone from printer/MFP user to, for instance, Russian distributor/reseller of remanufactured and compatible newly-built cartridges.

The report about Russian LEM method at RemaxWorldSummit 2019 sparked a great amount of interest among specialists. The full room and a lot of questions directed at the speakers demonstrated the actual significance of standardized office printing testing in many countries of the World. Well, the report showed that now Russia also possess its own certified method of testing (LEM) that is going to help suppliers and buyers in the Russian market to obtain the legimative certificate comfirming (or not comfirming) the quality of their products.

     The Best Russian Brands Are Awarded at RemaxWorld Expo 2019

     Zhuhai, October 18, 2019. – Within the framework of RemaxWorld Summit 2019 conference (China, Zhuhai) took place the awards ceremony for winners and nominees of the First Stage of the OPEN QUALITY PRINTING CONTEST.

     The First Stage of the Contest was dedicated to the evaluation of quality of prints made with non-OEM cartridges (remanufactured and new-compatibles). 37 brands took part in the Contest.Each brand presented 30 prints, made with 10 cartridge models most-popular in Russia (3 prints per each cartridge). The evaluation of prints quality was performed according to LEM 1.01.19 method, the first Russian standardized method of testing, certified in Russia (registration # РОСС RU. 32155.04ЛЭМ0).

     According to the experts’ evaluations 16 Best International Brands include the following Russian brands: 7Q, Cactus, Hi-Black, Profiline, UniTon (awarded with nominee diplomas), as well as Tonex brand (awarded with a winner-diploma). Also well-known International brands (presented on the Russian market) should be noted: Static Control (awarded with nominee diploma) and G&G(awarded with a winner-diploma).
